On letter mail, the answer changes completely. There is no per-piece USPS Tracking add-on you can buy for a standard letter or postcard. If you need proof that a specific letter arrived, you move up to an extra service such as Certified Mail, which costs $5.55 per piece on top of postage as of July 2026. Return Receipt adds $4.65 for the physical green card or $2.91 for the electronic version.

For package services, tracking is bundled. You are not paying a separate line item for it, which means the real tracking costs on these services are zero.

  • Priority Mail includes USPS Tracking with scan events from acceptance to delivery.
  • Priority Mail Express includes tracking plus a delivery guarantee.
  • USPS Ground Advantage includes tracking on every piece.

The confusion usually starts when someone assumes the same thing is true for a First-Class letter. It is not. Letter mail rides a completely different processing stream, and the tracking product that applies to it is not the one consumers see on a package.

Why Letter Mail Cannot Buy USPS Tracking

A standard letter or postcard has no per-piece tracking number you can purchase. USPS does not sell letter-level tracking the way it sells a package label.

What USPS offers instead for letter mail falls into two buckets. Extra services give you evidence for one specific piece. Barcode-based visibility gives you scan data across an entire mailing.

Extra services include Certified Mail, Registered Mail, Return Receipt, and Signature Confirmation. Each adds a per-piece fee on top of postage, and each exists to prove something legally rather than to help you manage a campaign. Because these fees are adjusted on their own schedule, check the current figure in Notice 123 before you budget a compliance mailing.

Barcode-based visibility is the Intelligent Mail barcode, and this is where the real answer lives for most business mailers.

The Intelligent Mail Barcode: Visibility Without Per-Piece Fees

The Intelligent Mail barcode, usually shortened to IMb, is printed on presorted mail as part of normal automation processing. It carries the mailer ID, the routing code, and a unique serial number for each piece.

As that piece moves through the postal network, it gets scanned. Those scans roll up into delivery data you can actually use to plan a follow-up call or a second touch.

Here is the part that matters for your budget. The IMb does not carry a per-piece tracking fee. It is part of the automation workflow that already earns you the presort discount, so the visibility comes along with the postage savings rather than on top of them.

That is why the honest answer to what tracking costs on a direct mail campaign is usually nothing. You are not buying tracking. You are buying presort, and the tracking data is a byproduct.

What IMb Scan Data Actually Tells You

IMb data is directional, not a guarantee. It tells you a piece reached a given processing facility on a given day, which is enough to forecast in-home delivery within a reasonable window.

It does not confirm that a named individual received the piece. If you need that, you are back to Certified Mail or Return Receipt and their per-piece fees.

Used well, the data lets you time a call center ramp, a landing page push, or an email follow-up to land while the mail is actually hitting mailboxes. That timing is where most of the campaign value sits.

Informed Delivery and Informed Visibility

Two more USPS programs come up whenever tracking costs are discussed, and neither one carries a per-piece charge.

Informed Delivery shows recipients a grayscale scan of their letter mail each morning by email. Mailers can attach a color image and a click-through URL to the pieces in a campaign, which turns a physical mailing into a measurable digital impression. There is no postage surcharge for participating.

Informed Visibility is the reporting layer built on top of Intelligent Mail barcode scans. It aggregates those scan events into delivery data across a whole mailing rather than piece by piece, which is what you want when you are timing a follow-up.

Neither program replaces legal proof of delivery. They are visibility and engagement tools, and their value is that they cost nothing on top of postage you are already paying.

Presorted commercial mail is priced in tiers based on how deeply your list sorts into the postal network. The table below shows the tier structure so you can see where the money is. In practice, most lists that are not geographically concentrated land at the Mixed tier.

For budgeting, plan on the Mixed tier unless you already know your list concentrates. Marketing Mail letters at the Mixed tier are $0.467 per piece. First-Class Mail letters at the Mixed tier are $0.707 per piece. Nonprofit Marketing Mail letters at the Mixed tier are $0.257 per piece.

Retail single-piece prices are a different animal and apply when you walk mail to the counter without a permit. A retail single-piece First-Class letter is $0.82 and a retail single-piece postcard is $0.65. Each additional ounce adds $0.29.

Saturation mail prices differently again. Every Door Direct Mail runs $0.26 per piece at retail and $0.259 per piece through a permit at the destination unit.

How to Track Postage Costs Across a Mail Program

The other half of this question is operational. Knowing the rate is easy. Knowing what you actually spent, and why it differed from the quote, is the part most organizations get wrong.

Four numbers explain almost every postage variance we see.

1. Presort Depth

Your quoted rate assumed a sort level. If the list came in messier than expected, or the addresses were concentrated differently than modeled, more pieces fall to a shallower tier and the average rate rises.

Track your actual pieces-per-tier against the quote. On a 50,000-piece Marketing Mail letter drop, the spread between the 5-Digit and Mixed tiers is $0.072 per piece, which is $3,600 across the run.

2. Undeliverable Mail

Every piece sent to a bad address is postage spent on nothing. This is the quietest line item in the whole budget because it never shows up as a charge, it shows up as waste.

3. Weight and Size Creep

An extra insert, a heavier stock, or a piece that crosses from letter dimensions into flat dimensions can reset your entire per-piece cost. Letter dimensions top out at 6.125 by 11.5 inches, and anything larger prices as a flat.

Approve a physical sample against a postal template before the run, not after. This is the single most expensive mistake to discover on press day.

4. Fees and Permits

Permit mailings carry an annual mailing fee of $370.00, and a one-time permit imprint application fee of $370.00 applies when you set up an imprint permit. These are fixed costs, not per-piece, so they matter most on low-volume programs where they spread across fewer pieces.

If you mail through a service provider's permit, you avoid carrying your own. That is worth checking before you open a permit you will use twice a year.

A Worked Example: 25,000 Marketing Mail Letters

Numbers make the trade-offs concrete. Take a 25,000-piece Marketing Mail letter campaign, one ounce, addressed from a clean file.

At the Mixed tier of $0.467 per piece, postage on that run is $11,675. If the same list sorts deeply enough to qualify at the 5-Digit tier, the per-piece figure drops to $0.395, and postage falls to $9,875. The presort depth alone is worth $1,800 on this single drop.

Now add the visibility question. The Intelligent Mail barcode is already on those pieces because presort requires it, so campaign-level tracking costs you nothing. Choosing Certified Mail instead, on a marketing piece with no legal requirement behind it, would add a per-piece extra-service fee across all 25,000 pieces and buy you evidence you have no use for.

Finally, consider the class itself. The same 25,000 pieces mailed First-Class at the Mixed tier of $0.707 per piece would run $17,675 in postage. First-Class buys speed and forwarding, so the premium is sometimes worth it. On a promotional drop with a four-week response window, it usually is not.

That is the whole cost conversation in one example. Class, sort depth, and hygiene move real money. Tracking rarely does.

Where Business Mailers Overpay

Three patterns account for most of the waste we see when a new client brings us a program to review.

The first is buying per-piece proof of delivery when scan visibility would have answered the question. Certified Mail on a marketing campaign is a large per-piece fee attached to a piece that has no legal requirement behind it. Save the extra services for the documents that genuinely need evidence.

The second is mailing at retail single-piece prices out of habit. At $0.82 per First-Class letter, a 2,000-piece mailing costs $1,640 in postage. The same mailing presorted at the Mixed tier is $0.707 per piece, or $1,414, and the gap only widens as volume grows.

The third is skipping list hygiene to save a small processing charge. Address validation costs a fraction of a cent per record. Postage on an undeliverable piece costs the full rate, plus the print and the insert, and returns nothing.
